Judith Apshago

Chief Digital Officer, Amtrak

Judith Apshago has over 25 years of leadership experience in information technology, with an emphasis on process improvement and digital transformation. She currently serves as Chief Digital Officer for Amtrak where she is driving a multi-year enterprise-wide digital transformation. Her team partners with the business to provide digital and process transformation solutions and support critical business applications and strategic projects and initiatives.

Prior to Amtrak, Judith was Vice President and Chief Information Officer of U.S. Silica where she spearheaded a digital transformation and led a company-wide technology modernization. Previously, Judith held various IT leadership roles with Sigma-Aldrich, BioReliance, and Invitrogen, and spent several years as a consultant with ePresence and PricewaterhouseCoopers.

Judith is passionate about promoting women in technology. She is a member of Chief, a women’s leadership network, mentor for Inspire CIO’s Next Generation Leader (NGL) program and ITC’s Women in Leadership program, and leads Amtrak’s Women in Technology group.

Judith is a two-time recipient of the Enterprise Capital CIO of the Year Orbie Award and the HMG Global Leadership Institute Award. She holds a Masters in Public Administration from Troy State University, a Masters Certificate in IT Project Management from George Washington University and Bachelors degrees in Finance and Math from Hood College.

Judith serves on the Audit Committee of the Disaster Services Corporation Board, the Capital CIO Leadership Association Advisory Board, the Innovation Advisory Council for Vation Ventures, the InspireCIO Next Generation Leader (NGL) Advisory Council, and the HMG Strategy Washington DC CIO Executive Leadership Summit Advisory Board, and holds several volunteer Board roles at Hood College including the Board of Associates, Computer Science Advisory Board, and the Chair of the Career Center Advisory Council. She is a Wish Granting Volunteer and on the Leadership Council for Make-a-Wish of the MidAtlantic.
